Maritime Zone Feasibility Study, Middle East

Fisher Associates was appointed by a Government Company to prepare a thorough market and financial feasibility study in order to identify the potential for an integrated zone for maritime related activities with the right infrastructure, facilities, services and regulations. (2013)

We identified that the zone should be based on three main market sectors: offshore supply, marine engineering, marine leisure. Based upon an international benchmarking exercise for other successful developments, this project was conceptualised to include:

  • An offshore supply base
  • A marine engineering hub
  • A marine leisure precinct
  • An associated Maritime Education and Training facility / campus

The study defined the concept, determined appropriate pricing, formulated a value proposition to potential investors, partners and tenants, planned the appropriate phasing of the development, identified the most viable and favorable development options, and assessed overall financial viability of the project.
